Buenos Aires boils over, drums rolling, rocks flying, tear gas drifting in a breeze off the Rio de la Plata. As presidents come and go with the changing moons, thousands march in the avenues and gather in plazas—milongueros dance to forget and porteño philosophers rhapsodize life—gliding in tango time.
